Flock Safety: Balancing Surveillance Tech Between Security and Privacy

Flock Safety, a widely deployed license plate recognition system in the U.S., is marketed as a powerful tool for crime prevention. However, its use raises critical questions about balancing security with privacy rights. A recent investigation by The Washington Post uncovered over 50 cases where law enforcement officers misused Flock Safety and similar systems to stalk and intimidate citizens, disproportionately targeting women.

One incident involved a former Wisconsin police officer who tracked his ex-partner’s vehicle location more than 170 times. In another case, a police chief used the system to surveil a woman with no accountability. These revelations highlight the vulnerability of citizen data to unauthorized access.

In response to criticism, Flock Safety implemented safeguards, including automated detection of suspicious queries and mandatory entry of case numbers for searches. Yet these measures have limitations: officers can input false data to bypass restrictions. Critics argue that such changes fail to address the core issue—Flock Safety’s potential to enable mass surveillance.

Proponents argue the system aids in solving serious crimes, including kidnappings. Opponents, however, cite a lack of evidence that Flock Safety reduces crime rates. They warn the technology threatens civil liberties, as vehicle movement data could be exploited not just for crime prevention but also for tracking law-abiding citizens.

Several U.S. cities and states are now debating bans or restrictions on license plate recognition systems. This raises a pivotal question: how much privacy are societies willing to sacrifice for potential security gains, and where should the line be drawn between necessary oversight and mass surveillance?
